Following the much publicised Decent Homes initiative, our client, a local authority, were faced with the challenge of procuring a substantial value of work to refurbish a large number of houses and flats.
Very tight restrictions on timescale were applied to the project which precluded a more conventional approach to works procurement.
In order to overcome this, a bespoke procurement model was established, based on the use of composite pricing for refurbishment works.
The logistics of mobilising and managing sufficient labour to achieve the client’s initial target proved to be a challenge for the successful contractor. Nevertheless, over six hundred properties were refurbished within the time available, resulting in a very substantial improvement in the quality of our clients housing stock.
